For accounts without the above qualifications, the new regulations require them to "not initiate charitable fundraising in any form on the platform, including but not limited to using e-commerce sales and other means of disguised fundraising

At the same time, in order to ensure the professionalism, seriousness, and purity of users conducting public welfare activities through the platform, the new regulations require public welfare accounts to not engage in profit-making activities such as live streaming rewards and e-commerce sales. In addition, to ensure the authenticity, fundraising compliance, and positive orientation of the content published by certified public welfare accounts, the new regulations require that the accounts must be directly operated and managed by public welfare organizations and practitioners, and be responsible for the content quality and artistic style of the accounts. Tiktok has always been strictly prohibited from gaining attention, cheating fans and praise, and making illegal profits on the grounds of public welfare. For example, publishing false information content such as posing for photos, "poverty and misery," exaggerating social and family conflicts, or using content such as "helping farmers," "helping the elderly," "helping the disabled," and "helping the poor," to seek commercial monetization.

The relevant person in charge of the Tiktok Security Center said that the platform continued to increase its patrolling efforts, especially focusing on the investigation of accounts that published false "difficult life", "dilapidated houses", "left behind people for old and young", and had profit-making behaviors, and strictly handled the "pseudo public welfare" content and accounts that had false fabrications, cheated love, and improper marketing. For example, fake low-income people seeking rewards in live streaming rooms, or false phenomena such as daily income and living standards that do not match the actual broadcast situation, as well as false propaganda and sales through publishing false content such as "selling poorly" and "poverty".

It is reported that since April 2023, 1131 videos related to Tiktok have been removed from the shelves, 3518 accounts have been closed indefinitely, and new fans improperly obtained have been erased, and their liquidity function permissions have been cancelled.
