Regarding this situation, Apple officially explains that for iPhones supporting Apple Intelligence purchased outside of mainland China, if you are located in mainland China and your Apple ID country/region is also set to mainland China, then Apple Intelligence cannot be used at this time. When Apple Intelligence launches in mainland China, previously purchased iPhones supporting Apple Intelligence will be able to activate and use the feature in this region.
According to Apple's official announcement, Apple Intelligence will begin beta testing in US English in October, followed by localized English in December, with the Chinese version launching next year.
