Guo Xue, Director of the Open Source and Software Security Department of Yunda Institute, China Academy of Information and Communications Technology, delivered a speech. Director Guo stated that in recent years, open source, as an excellent creative model of equality, openness, collaboration, and sharing, is continuously empowering the global digital ecosystem construction. In terms of open source policies, the content related to the development of open source innovation is constantly mentioned. In terms of open-source governance, China's open-source governance policies and standards are gradually being strengthened, and enterprise open-source risk prevention and control are becoming more systematic. At the same time, Director Guo summarized the work achievements of China Academy of Information and Communications Technology in open source governance research in recent years from three aspects: standard testing, community operations, and public services. In the future, China Academy of Information and Communications Technology will continue to promote open-source governance related work, focus on the pain points of industrial open-source governance, create an enabling platform, and promote the construction of China's open-source ecosystem and digital technology innovation.

At the meeting, Director Guo, Director of the Open Source and Software Security Department of the Cloud Institute of the Chinese Academy of Information and Communications, released and interpreted the "2023 China Open Source Governance Insight Report".

Director Guo stated that in order to understand more about the open-source risk governance measures and levels of enterprises, the China Academy of Information and Communications conducted a maturity survey on open-source software governance capabilities for 105 enterprises in nine major industries through a questionnaire survey, to help more enterprises clarify the current status and future direction of open-source governance. In the next step, the China Academy of Information and Communications will continue to update the research results, providing valuable insights and references for various industries.

In the special speech segment, Jun Zhe, an engineer from the Open Source and Software Security Department of the Chinese Academy of Information and Communications, gave a detailed introduction to the background, overall framework, and application value of the development of open source governance standards, the content of the Trusted Open Source Empowerment Plan service, and the operation of the Zhiyuan Open Source Public Knowledge Base, titled "Introduction to the Trinity Work of the Chinese Academy of Information and Communications Trusted Open Source Governance Standard+Empowerment Service+Public Knowledge Base".

Zhang Yan, an engineer of the Open Source and Software Security Department of the Chinese Academy of Information and Communications, interpreted the Research Report on Front End Technology and Open Source Development based on the research results of classic front-end development tools and enterprises, focusing on the development trend of front-end open source technology industry, the development direction of front-end core technology, and the development focus and opportunities of China's front-end open source technology.

Zhang Shixun, Project Director of the Public Platform and Architecture R&D Division of China Unicom Software Research Institute, delivered a keynote speech titled "Exploration and Practice of China Unicom Unified Technology Stack and Architecture Governance", sharing valuable experience and reflections accumulated by China Unicom in open source governance. Liu Jianzhen, Senior Commissioner of the Research and Development Center of Agricultural Bank of China, delivered a keynote speech on "Open Source Governance and Internal Open Source Community Construction Practice in Commercial Banks", introducing the research and practical achievements of Agricultural Bank of China in open source governance and internal construction. Tang Zicheng, an engineer from Shanghai Pudong Development Bank Co., Ltd., delivered a keynote speech titled "Practice and Reflection on Open Source Governance of Pudong Development Bank", sharing the practical achievements and trend insights of Pudong Development Bank in open source governance. Yang Da, the open source governance architect of China Mobile Information Technology Center, delivered a keynote speech titled "Sharing Experience in Open Source Software Governance of China Mobile Information Technology Center", introducing a series of beneficial explorations and practices in open source software governance conducted by China Mobile Information Technology Center.
