Gurman previously stated that the iPhone 16 series, pre-loaded with iOS 18, will not include AppleIntelligence AI functionality. The feature will be delayed until October when it will be implemented on new devices with the iOS 18.1 update. Apple's explanation is that both Apple and developers need ample time to test and optimize the AI, making an iOS 18 release in September impossible.

However, even with the October release of iOS 18.1, users who purchase the iPhone 16 series will still not be able to experience the full extent of the AI features. Even English-language versions will have to wait until the first half of 2025 for complete Siri functionality.
