The National Development and Reform Commission, along with five other ministries, recently jointly released the "Guiding Opinions on Vigorously Implementing Renewable Energy Replacement Action," clearly stating that they will strengthen the construction of charging infrastructure, gas stations, and hydrogen refueling stations, improve the urban and rural charging network system, and promote the green development of new infrastructure.
The Opinions point out that it is necessary to optimize the spatial layout of new infrastructure, promote the integrated development of 5G base stations, data centers, supercomputing centers, and photovoltaics, heat pumps, and energy storage, and promote the utilization of clean energy. At the same time, it is necessary to promote the in-depth integration of artificial intelligence, the Internet of Things, and blockchain with renewable energy and explore new development models.
To better promote the development of new infrastructure, the Opinions propose supporting green electricity direct supply, source-grid-load-storage integrated projects, carrying out green certificate green electricity trading and "green electricity park" construction, and increasing the proportion of new energy electricity consumption in strategic projects such as "East Data West Computing."
The Opinions also emphasize the importance of green development of data centers. They support the construction of large data centers in areas with cold water resources among national hub nodes, orderly carry out green technology transformation of old base stations and "old, small, and scattered" data centers, and will promote the gradual and steady increase in the proportion of renewable energy used by newly built data centers.
The "Guiding Opinions" released this time are an important measure to implement the national "dual carbon" goals, aiming to promote the transformation of the energy structure and achieve green and low-carbon development by accelerating the promotion of renewable energy replacement actions.
Specifically, the Opinions put forward the following measures:
1. Strengthen the construction of charging infrastructure, etc., and improve the urban and rural charging network system. This move aims to promote the development of the new energy vehicle industry, promote the popularization and application of new energy vehicles, and provide convenient charging services for urban and rural residents.
2. Promote the integrated development of new infrastructure and renewable energy. Integrating new infrastructure such as 5G base stations, data centers, and supercomputing centers with renewable energy such as photovoltaics, heat pumps, and energy storage can effectively reduce the operating costs of new infrastructure and improve energy utilization efficiency.
3. Support green electricity direct supply, source-grid-load-storage integrated projects, carry out green certificate green electricity trading and "green electricity park" construction. These measures will further promote the consumption of renewable energy, promote the formation of a green electricity market, and provide enterprises with lower-cost green electricity supply.
4. Promote the gradual and steady increase in the proportion of renewable energy used by newly built data centers. This move will guide the data center industry to actively use clean energy, reduce carbon emissions from data center operations, and promote green development of data centers.
5. Support the construction of large data centers in areas with cold water resources among national hub nodes, orderly carry out green technology transformation of old base stations and "old, small, and scattered" data centers. This measure will make full use of natural resources, promote green development of the data center industry, and promote the overall green transformation of the data center industry.
In conclusion, the six ministries jointly promote the renewable energy replacement action and closely integrate it with the construction of new infrastructure, which is conducive to promoting the transformation of the energy structure, achieving green and low-carbon development, and providing strong support for achieving the national "dual carbon" goals.
