TaskTracker 问题管理系统 v1.2.1正式版更新说明：
添加、修改任务时可以上传本地图片
模块树鼠标悬停的提示框，增加任务描述显示
查看任务详情时，增加最大化按钮，便于查看任务内容较多或图片较大的情况
查看任务界面，稍微调整了一下任务信息的布局，且增加了任务创建人的显示
优化了附件上传部分代码，并为用户提供了可修改附件上传大小限制的配置（默认为5MB），在WEB-INF/applicationContext.xml中修改
在任务列表上，增加了批量分配、关闭、激活的弹出菜单，可以实现批量操作，但只有项目经理和技术经理才有这个弹出菜单的使用权
