Apple announced on September 13th a revision to its App Review Guidelines, adding iPadOS to the Notarization certification mechanism. This means that when iPadOS 18 officially launches next Monday (September 16th), EU iPad users will be able to download apps from third-party app stores, enjoying the same treatment as iPhone users. This update also signifies that Apple's CTF core technology fees will apply to iPadOS apps distributed through the App Store, online channels, and other markets.
To ease the burden on developers, Apple simultaneously introduced two provisions that exempt them from paying CTF core technology fees:
- No-Revenue Developers Exempt from CTF: If a developer has no revenue, they will not have to pay CTF.
- Free Ticket for Small Developers: Developers who fall under this provision, meaning those with a global annual business revenue of less than 10 million (approximately 77.5 million), will receive a 3-year free CTF pass.
Apple stated that users who install the same app on both iOS and iPadOS within 12 months will only generate one first-time installation for that app annually. This measure aims to streamline the installation process and provide users with a more convenient experience.
This update is good news for developers, as it opens up wider distribution channels for their apps and reduces development costs, encouraging more developers to join the app ecosystem. With the inclusion of iPadOS in Notarization, Apple further strengthens the security and reliability of its app regulations, providing users with a safer app download environment.
